<p>A 44-year-old man who got into an argument over a coffee at Starbucks in Burbank on Saturday ended up with a black eye, police said.<br />
The Huntington Park man was approached at around 11:30 a.m. after he allegedly picked up the wrong drink at the pick-up counter, said Burbank Police Lt. Eddie Ruiz<br />
The man who approached him insisted the coffee was his, Ruiz said.<br />
After a brief verbal exchange, the suspect left the North San Fernando Boulevard coffee shop and came back with another man.<br />
The men then shoved and punched the Huntington Park man and fled the scene, leaving the victim with a black eye.<br />
“There was a misunderstanding whose coffee it was,” Ruiz said. “[The victim] thought it belonged to him.”<br />
The suspects were described as Armenian, roughly 27 years old and with black hair. One of them was about 5 feet, 4 inches tall and 250 pounds. The other was roughly 5 feet, 8 inches tall and 185 pounds, Ruiz said.<br />

Burbank to Let Cellular Towers In Public Right-of-Ways<br />
The City Council moved to allow cellular towers on new poles in public right-of-ways on the condition that the service provider obtains an encroachment permit.<br />
Those who live within 1,000 feet of the proposed tower will be informed of the permit once it is pulled, according to the process approved by the City Council on Tuesday. Anyone will be able to file an appeal.<br />
In the 3-1 vote, Councilman David Gordon was the sole dissenter and Councilman Gary Bric was absent.<br />
Officials on Tuesday also suggested keeping the city’s current directive on wireless telecommunications facilities — which allows controversial cell towers on institutional properties in residential areas — as is, despite heavy opposition from local residents.</p>

A number of local residents decked out in “Save Burbank Neighborhoods” T-shirts flocked to the meeting demanding the city more seriously explore their list of complaints with the existing regulations regarding wireless facilities in residential zones.<br />
When the same group successfully campaigned to keep a wireless telecommunications facility off the Little White Chapel on North Avon Street earlier this year, the City Council decided to take a closer look at cell tower regulations.<br />
But when city officials returned to the council Tuesday without utilizing any of the residents’ suggestions into the ordinance, they felt their voices weren’t being heard.<br />
The group had called for ongoing inspections of radio frequency emissions, equipment disclosure, encroachment limits of cell towers in residential neighborhoods, time limits on cell tower permits and increased public noticing.<br />
“Save Burbank Neighborhoods is outraged by city staff’s refusal to listen to the public and protect the property value, public health and character of our residential neighborhoods,” the group posted on its website.<br />
During the more than two-hour discussion Tuesday night, the council directed officials to host a study session with a cell-tower policy expert and local residents to explore the practicality of implementing the group’s suggestions into the ordinance.</p>
<p>“We may make further modifications to the rules about wireless telecommunications facilities in residential areas,” Mayor Dave Golonski said Wednesday.<br />
According to the ordinance, facilities that are used to collect utility customer meter data get a six-month exemption from the new regulations. That would include the Southern California Gas Company, which has plans to install five new poles with meter equipment in residential neighborhoods.</p>

<p>A masseuse who was called to a Courtyard Marriott hotel room in Burbank on Sunday  took a client’s <a title="Apple iPad" href="http://www.burbankleader.com/topic/services-shopping/electronic-devices/apple-ipad-PRDCES000000029.topic">iPad</a> and Macbook Pro while he was in the restroom, police said.</p>
<p>The client, a 24-year-old man from Florida, reported his Apple gear missing not long after letting the masseuse into his room at the hotel in the 2100 block of Empire Avenue at about 4:10 a.m., according to police.<strong></strong></p>
<p>The masseuse was described as a black woman with long dark hair, about 5 feet 10 inches tall and as wearing a red-hooded sweatshirt. No other descriptions, including her possible age, were available.</p>

<p><strong>Zero Arrests Made During DUI Checkpoint</strong></p>
<p>Police are reporting that 803 vehicles were screened at a sobriety checkpoint in Burbank on Saturday, and no arrests were made.</p>
<p>The DUI checkpoint on San Fernando Boulevard, which was in effect  from 9 p.m. to 2 a.m., screened 803 vehicles. Of those, two drivers were detained for a field sobriety test, but were not arrested, police said.</p>
<p>Two citations were issued to unlicensed drivers, while another was issued for driving with a suspended license. One vehicle was impounded.</p>
<p>In comparison, Glendale police <a href="http://www.glendalenewspress.com/news/tn-818-1217-glendale-police-stop-70-vehicles-conduct-21-sobriety-tests-during-dui-crackdown-on-friday,0,7703481.story" target="_blank">stopped 70 vehicles</a> and arrested nine drivers on suspicion of being under the influence of alcohol or drugs during a saturation patrol Saturday night.</p>

<p>Even with less man power, crime is down in Burbank, even as officers respond to more calls for service, and in a quicker fashion, officials reported Tuesday.</p>
<p>&nbsp;</p>
<p>“We’re trending very well,” said Interim Police Chief Scott LaChasse. “Sometimes it’s not the numerics — how many you’ve got — it’s how smart you are about deploying them.”</p>
<p>The department lost three positions this fiscal year — a school resource officer, police lieutenant and police cadet — and added two police officers to respond to mental health-related calls.</p>
<p>The city saw a 2% decrease in serious crime — including burglary, theft, domestic violence and assault — and a 12-second reduction in emergency response times since last year for a new average of 3 minutes, 37 seconds, officials reported.</p>
<p>Over the last five weeks, police shed another 30 seconds off emergency response times, to an average 3 minutes, 5 seconds.</p>
<p>For all other calls, average response times dropped by a minute to 19 minutes, 15 seconds.  The average response time over the last five weeks, though, diminished to 16 minutes, 45 seconds.</p>
<p>The number of dispatch radio calls, meanwhile, have increased 5% to 41,040 this year compared to last, LaChasse said.</p>
<p>LaChasse credits the progress to a increased emphasis on predictive policing, deploying extra police resources to problem areas and public outreach efforts for crime prevention.</p>
<p>“It’s much easier and it’s better public policy to prevent something from happening than for us to have to react and arrest somebody and go through the investigative process and the prosecution process,” he said.</p>
<p>LaChasse also praised the community’s vigilance, noting that residents frequently report suspicious activity.</p>
<p>In spite of the personnel restructuring, the department’s overall budget increased $3.3 million to $48.8 million this fiscal year compared to last year — a product of rising salary and pension costs, officials said.</p>
<p>Police services make up about a third of the city’s $150-million General Fund budget, which pays for most public services.</p>

The amount of the bail depends on the crime that the suspect is accused of committing. For example, bail for murder is typically higher than the bail for someone charged with theft. Defendants usually receive the option of paying their bail in cash or posting a bond, often using a bail bondsman. In some states, including Oregon, Wisconsin, Illinois and Kentucky, bonds are not permitted and a defendant can only post bail.</p>

<p>A woman was found dead on Saturday after her pickup truck shot about 50 feet off the northbound Golden State (5) Freeway into an area full of brush and trees near the Glendale- Los Angeles border.</p>
<p>The accident happened around 9:30 a.m., causing a traffic jam for hours around the 5 and Ventura (134) freeways.</p>
<p>The woman’s husband, who was also in the vehicle, survived the crash. He had minor injures. Their identities and information on who was driving was not available. The cause of the crash is being investigated.</p>
<p>By noon, CHP spokesman Ed Jacobs estimated slow traffic for another hour following the accident.</p>

<p><strong>Big Rig Overturned Near Burbank</strong></p>
<p>According to the California Highway Patrol, two lanes were closed after a fuel tanker overturned on the northbound 5 Freeway near Burbank.</p>
<p>The accident, involving several vehicles, took place a little before noon when the Arco fuel tanker crashed with another truck near the Western Avenue off- ramp.  The CHP said the tanker spilled about 25 gallons of waste oil and diesel fuel on the dirt shoulder. The other truck in the initial collision ended up atop a Mini Cooper. Following the crash, a Cigalert has been issued for the lane closures as crews work to clear the debris and oil from the road way.</p>
<p>No word on the number of people involved, however Burbank firefighters said there did not appear to be any serious injuries.</p>

<p>The Burbank Police announced two teenagers were arrested Thursday on suspicion of trailing UPS delivery trucks and stealing packages from the front porches of homes in Burbank.</p>
<p>Police were called to Kenneth and Delaware roads at around 2:45 p.m. after a caller saw a Volkswagen Jetta following a UPS truck. The authorities found the two suspects &#8211; Ararat Gevondyan, 19, and a 16-year-old from Tujunga, who was not identified as he is a minor &#8211; on Sixth Street Cambridge Drive.</p>
<p>Cardboard boxes with shipping labels were located in the car and spread out around nearby streets, police said.</p>
<p>Burbank Police Sgt. Darin Ryburn stated the teenagers were allegedly stealing the UPS packages after they were delivered.</p>
<p>The police are asking residents to be aware of packages being mailed home and to plan ahead.</p>
<p>According to Burbank Officer Joshua Kendrick, “A step in preventing mail theft is to have your neighbors, ones that you trust, gather packages that are delivered while you are away.”</p>
<p>Gevondyan is being held in lieu of $20,000 bail and is expected in court next month. The minor was released pending a court that had not been scheduled yet.</p>

<p>Three teens were arrested Saturday after supposedly breaking into a Burbank home, stealing stereo equipment from two elderly residents and later trying to break into a second home, according to Burbank police.</p>
<p>&nbsp;</p>
<p>The suspects – June Davis, 18, Chadney Delaney, 18, and a 17-year-old who was not identified because she’s a minor – were booked on suspicion of robbery, said Burbank Police Sgt. Darin Ryburn.</p>
<p>&nbsp;</p>
<p>Davis’ uncle, Michael Nunes, 57, was also arrested after allegedly hiding Davis in his home.</p>
<p>&nbsp;</p>
<p>At 10:50 p.m. on Friday, two seniors reported that a young man forcibly entered their home on the 2200 block of North Catalina Street and stole $400 worth of stereo equipment, said Burbank Police Lt. Eddie Ruiz.  The suspect reportedly had a female accomplice, police said.</p>
<p>&nbsp;</p>
<p>The two residents left their home and called relatives, who contacted Burbank police. The suspects were gone by the time police arrived.</p>
<p>&nbsp;</p>
<p>Police received another call, just after midnight, about a prowler on the 1100 block of North California Street.</p>
<p>&nbsp;</p>
<p>Residents of a California Street home scared away the suspect, who police believe was involved in the Catalina Street robbery.</p>
<p>&nbsp;</p>
<p>Investigators spent the night following leads and eventually served a search warrant on Davis’ home.</p>
<p>&nbsp;</p>
<p>Police called the incidents “crimes of opportunity” and said they do not believe there is any connection between the victims.</p>
<p>&nbsp;</p>
<p>Davis and Delaney are each being held on $100,000 bail and are due in court Wednesday. The minor was cited for robbery and released to her mother.</p>

<p>City Unknowingly Paid Tagger to Erase His Own Work</p>
<p>A man suspected of tagging over 100 public areas in Burbank with graffiti since September, worked for a company the city pays to remove graffiti.</p>
<p>The tagger, Enrique Medrano, was arrested last Thursday on suspicion of burglary, vandalism and forgery. He was released on $20,000 bail.</p>
<p>A Burbank police spokesman, Darin Ryburn, said Medrano worked for Graffiti Protective Coatings, a Los Angeles Firm that says it has more than 1,000 government and private clients. Burbank has used the firm for over six years and pays the company about $100,000 a year to remove graffiti in areas that include parks and alleys.</p>
<p>Both the company and city said that a GPC smart phone app that tracks graffiti helped catch Medrano.</p>
<p>Officers monitoring the app noticed strange patterns of graffiti, and GPC noticed discrepancies in his orders, a city spokesman said.</p>
<p>Ryburn said Medrano submitted bills for more than $2,000 in work that he did himself.</p>
<p>After a judge signed arrest and search warrants, police found him removing graffiti Thursday in Burbank.</p>
<p>Following his arrest, GPC President Carla Lenhoff said that Medrano had been fired.</p>

<p>Two Burbank City Council members voiced concerns about a provision in the city’s new nepotism policy that bans relatives of many City Hall executives and those serving on the dais from being municipal employees.</p>
<p>The new rules affect relatives of the city manager, executives in the city manager’s office, management service director and City Council members from working together all at once for the city.</p>
<p>Once council members or city employees complete their service to the city, family members may then be hired. Those employees who are leaving will not be affected.</p>
<p>Councilman Jess Talamantes felt that following the new rule would make managers overlook qualified applicants.</p>
<p>Talamantes stated,” There’s a lot of sons and daughters who follow in their parents’ footsteps, and that’s just because the good seeds don’t fall too far from the trunk,” Talamantes said. “Shame on me for wanting to serve my community and be on the City Council and then tell my kids, ‘No, you can’t be a firefighter in Burbank.”</p>
<p>The councilman later stated he fully supported the overall policy.</p>
<p>Councilman Gary Bric thought the ban on hiring relatives was strict based on the fact no on one on the dais has the power to hire city employees except for the city manager and city treasurer.</p>
<p>Bric remarked, “That would be like saying ‘OK, I’m running for City Council.’ My son’s got an application to the city, my son saying, ‘Dear God, I hope you lose so I can get a job with the city,’” Bric said. “That doesn’t make a lot of sense.”</p>
<p>Councilwoman Emily Gabel- Luddy said that while she understood those concerns, she supported the policy.</p>
<p>According to the councilwoman, “Now that we’re in public service, it’s a whole different issue of public trust,” she said. “This policy, therefore, tries to walk a very fine line and I think it does a good job.”</p>
<p>At the same time, Mayor Dave Golonski felt that parts of the policy- include the ban on hiring relatives of the council and city manager- should go further and put into a ordinance.</p>
<p>Councilman David Gordon agreed and said, “The city manager should not be the person to be able to change these policies after we note and file them,” Gordon said.</p>
<p>Since they could not settle the issue, the City Council unanimously agreed to put off any action until the interim City Manager Ken Pulskamp on Dec.3 which will give him a chance to review it.</p>
